FILAS Audiovisual Fund
FILAS’s initiatives in the audiovisual industry are aimed at:
- developing the Lazio audiovisual industry and its reference market
- promoting FILAS audiovisual instruments in Italy, in Europe, and internationally
- developing and supporting film and audiovisual co-production at the local and international levels
- promoting the regional territory through the audiovisual industry in Italy, in Europe, and internationally
5-7 million euro is allocated per year (2007 & 2008) to the co-production of national and international, audiovisual and cinematographic projects, provided that at least 50% of the total "under the line" project production budget is spent in the Lazio Region.
The maximum funding application will not exceed 50% of the "under the line" production budget to be spent in Lazio. The maximum admissible financing for each individual operation will not exceed, for every individual operation, € 600.000. Moreover, applications must request no less than € 100.000 for audiovisual projects and € 200.000 for cinematographic projects.
All projects must be intended for commercial release.
Companies eligible is SMEs (small and medium-sized enterprises). Type of projects supported include: Cinematographic projects, Audiovisual projects, New Talent projects (first works).
Funding provided is managed by FILAS as part of the FILMS – Filming in Lazio Makes Sense Initiative. Applications range from major productions to short documentaries. Eleven co-productions have been financed to date for a total of around 3 million euro.

Cine-Regio representative Mr. Stefano Turi
Doctor Engineer, expert in enterprise financing, Stefano Turi is the General Director of Filas Spa, Regione Lazio’s financial agency dedicated to the promotion of development and innovation.
Mr. Turi has dedicated his career to the development of Small and Medium Enterprises (SMEs).
He works for the encouragement of innovation and technological development. He has initiated and managed consortiums, companies and projects which have created a synergistic network encompassing Universities, enterprises, Chambers of Commerce and other Institutions. Examples include Bic Lazio SpA, Roma Ricerche, Palmer SpA, Unionfidi, Polo Tecnologico Industriale Romano and S.I.T.
Furthermore, Mr. Turi has been professor at the Faculty of Engineering of the University of Rome “Tor Vergata”. In the past he also covered the role of President of Assofir (Italian Association of Regional Financial Agencies).
Mr. Carlo Donzella
Carlo Donzella was born in 1959 and brought up in Genoa, Italy. He graduated at the University of Bologna in 1983 with a thesis on theory of languages. From 1983 to 1987 he worked as a Computer Programmer and Analyst. In 1988 he joined a small independent company specializing in advanced information technology where he created the R&D unit and became involved in EU research projects.
In 1993 he joined the European Commission as a Project Officer. He was the first Project Officer entirely dedicated to OMI, the Open Microprocessor systems Initiative. He was in charge of the evaluation and coordination of many OMI projects, with budget costs in excess of 50 Million Euros. He was the coordinator of the OMI Software area. He was member of the Exploitation & Technology Transfer Group, in which role he was promoting pilot initiatives in Italy.
In 1997 he started a career as a senior technology management consultant. In this role he had contracts with important private ICT companies in Italy and UK, covering various roles: Head of Multimedia Unit; International Finance Consultant ; Director of Technology Marketing; Financial Director; Strategic Marketing Advisor.
Within EC’s FP5, FP6 and FP7, he has acted as a Project Manager for many projects in different programmes. He has been also actively involved with European R&D programmes as a reviewer and as an evaluator.
He teaches courses on “Innovation & Business Planning” and “Comparative Local Development in Area Studies: India” at the Master in Development, Innovation and Change (MiDIC) of the University of Bologna (in English) and on "Cultural Heritage in the Information Society" at LUMSA University in Rome (in Italian).
He is consulting on European and International Affairs to FILAS, the financing development agency of Lazio region. In this role, he is taking care of international collaborations with special regards to Media, Space and Bio clusters and has negotiated and concluded several Memorandums of Understanding with partners in Europe and Asia.
